A routine morning drop-off ended in unimaginable tragedy—and a criminal conviction that has shocked an entire community.
Koko Miller, 57, has been sentenced to 26 months in prison after her dogs fatally attacked a 6-year-old boy in her care.
The victim, Loyalty Scott, was just beginning his day when he arrived at Miller’s home on Dec. 5, 2023.
He never made it to school.
A Morning That Turned Into a Nightmare
Loyalty had been staying with Miller—a family friend and neighbor—on weekday mornings while his grandmother worked.
According to prosecutors, the arrangement had been going smoothly… until that day.
Just under an hour after arriving, Miller called 911.
Her two large dogs had attacked the child inside her garage.
The Attack That Lasted 20 Minutes
Court documents revealed that Miller owned multiple large dogs, including two Great Dane/Mastiff mixes.
On the morning of the incident, she was placing one dog into a kennel when Loyalty allegedly opened a garage door.
That moment triggered a violent attack.
One dog reportedly weighed around 160 pounds, the other around 90.
Both joined in the mauling.
Attempts to Stop It Failed
Miller told investigators she tried desperately to intervene—pulling one dog away and attempting to stop the attack.
She even tried to use a firearm but said she could not get a clear shot.
According to court filings, the attack continued for around 20 minutes before emergency services were called.
The Court’s Decision
Following a months-long investigation, Miller was convicted of:
- Criminally negligent homicide
- Maintaining a dangerous dog
- Two counts of criminal mistreatment
On April 24, 2026, she received the maximum sentence of 26 months in prison.
Both dogs involved in the attack were later euthanized.
A Life Lost, A Family Devastated
Prosecutors described Loyalty Scott as a “bright light” and a deeply loved child whose death could have been prevented.
“This case is tragic in so many distinct ways,” said Multnomah County Senior Deputy District Attorney Charles Mickley. “Even more so because his unimaginably horrifying death could have been so easily prevented.”
